Ibi bisabwa bigamije guteza imbere gukorera mu mucyo, kubazwa inshingano, imiyoborere inoze no guhuza ibikorwa hagati y’imiryango igize iyo ihuriro.

📢 Know Your Rights. Know the Law. Stay compliant.

Not every application for a Certificate of Legal Personality or a Certificate of Registration is automatically approved. Under Article 7 of Law No. 058/2024 Governing NGOs, the Rwanda Governance Board (RGB) may refuse to grant a Certificate of Legal Personality or a Certificate of Registration where:

🔹 The organization does not meet the requirements provided for by the law;

🔹 There is evidence that the organization is jeopardizing, or intends to jeopardize, national security, peace, public health, the unity of Rwandans, public order, good morals, good conduct, or the rights and freedoms of others;

🔹 The organization has provided false, inaccurate, or misleading information in its application.

These provisions are intended to protect the integrity of the NGO sector and ensure that organizations operating in Rwanda uphold the principles of legality, accountability, transparency, and public interest.

Compliance is not optional, it is the foundation of public trust and sustainable civic engagement.

📢 DID YOU KNOW?

The new NGO Law does not only establish the requirements for obtaining a Certificate of Legal Personality or a Certificate of Registration, it also guarantees clear administrative procedures and timelines that protect applicants throughout the registration process.

Under Article 6 of Law No. 058/2024 Governing Non-Governmental Organisations, the @GovernanceRw (RGB) is required to issue a Certificate of Legal Personality or a Certificate of Registration within sixty (60) days from the date an organization fulfills all legal requirements. This provision promotes efficiency, predictability, and accountability in the processing of applications submitted by NGOs.

🔔Importantly, the law also safeguards the rights of applicants. Where RGB decides not to grant a certificate, it must communicate its decision in writing and clearly state the reasons for refusal within the same sixty-day period. This ensures transparency and enables organizations to understand any gaps that may need to be addressed.

The law further provides a mechanism for administrative review. An organization whose application has been refused may request RGB to reconsider its application. Upon receiving such a request, RGB is required to review the matter and communicate its decision within thirty (30) days.

📚 Understanding these legal timelines is essential for NGOs seeking legal recognition, as it enables organizations to effectively follow up on their applications, exercise their rights under the law, and navigate the registration process with confidence.
A strong civil society is built not only on compliance, but also on awareness of the rights and protections provided by the law.

World Menstrual Hygiene Day 28th May

Today, as Rwanda joins the world in observing Menstrual Hygiene Day 2026, we reaffirm a simple but powerful truth: menstrual hygiene is not a privilege, it is dignity, health, and a fundamental human right. Every girl and woman deserves access to accurate information, affordable menstrual products, clean water, safe sanitation facilities, and supportive environments that allow them to manage menstruation safely and confidently. Yet, stigma, silence, and limited access to menstrual hygiene services continue to affect the education, well-being, confidence, and opportunities of many girls and women across the world.

This year’s #MHDay2026 is a call for collective action in our schools, homes, workplaces, and communities. We must continue strengthening menstrual hygiene management in schools through access to WASH facilities, safe spaces for girls (Icyumba cy’Umukobwa), menstrual products, and reproductive health education, while also creating supportive workplaces and homes where menstruation is discussed openly and respectfully.

Together, let us break harmful myths, end period shame, and build a #PeriodFriendlyWorld where no girl misses school, no woman faces discrimination, and they can manage menstruation with safety, support, confidence, and dignity.
