.@leachfortexas is right. Lawyers who argue that the word "individual" in #HJR38 refers to businesses are leaning on a pretty bad legal argument. See§ 1(d)(4) of Art. XIII of the #Texas Constitution—no way the word, as applied there, could refer to a business entity. #txlege
