The @IGADSecretariat and @AddisILO team continued their engagements with key stakeholders in @SouthSudanGov on the ratification and domestication of the IGAD #FreeMovement regime.
Among the day's key meetings was an engagement with Hon. Wek Mamer Kuol, Minister of Justice and Constitutional Affairs, who expressed support for advancing the ratification process through the Council of Ministers, the Legislative Assembly, and the Office of the President.

𝟭/ Experts from @IGADSecretariat and @AddisILO are in Juba, South Sudan 🇸🇸, engaging with key stakeholders on the ratification and domestication of the IGAD Protocol on Free Movement of Persons by the @SouthSudanGov.
At the inception meeting, the #IGAD delegation, led by Action Coordinator @LucyDaxbacher, together with #ILO Chief Technical Officer, Ephrem Getnet, met members of the Parliamentary Standing Committee on Legislation and Justice and the Council of States’ Legal Affairs Committee to advance dialogue on the Protocol’s adoption and implementation.

In Djibouti, the @Addisilo team has concluded a three-day Implementation Support Mission alongside the IGAD team under the #EU–#IGAD–#ILO action, “Towards Free Movement of Persons and Transhumance (FMPT II) in the IGAD Region.”
The ILO delegation was led by Ephrem Getnet, Chief Technical Advisor, while @LucyDaxbacher, Programme Coordinator for FMPT II, represented the Director of Health and Social Development.
The mission provided an opportunity to take stock of progress achieved so far, address implementation priorities, and agree on a roadmap for the next six months to advance the action’s objectives across the IGAD region.

🌍Advancing the Free Movement of Persons Regime in the IGAD Region 🔄| #IGADMigration
The @IGADSecretariat under the #IGAD- @AddisIlo- @UEaDjibouti #NDICI Action to Support Free Movement of persons in the IGAD Region, commenced High-Level Policy Meetings on the Ratification and Domestication of the Protocol on Free Movement of Persons in IGAD Region.
Today, the Coordinator of the Action on the Protocol on Free Movement of Persons in IGAD Region, @LucyDaxbacher led the IGAD team to a @GoVUganda stakeholders' de-brief at the Ministry of Internal Affairs in Kampala.
This follows weeklong engagements with senior officials from @UgandaMOFA, Office of the #AttorneyGeneral, @MoJCAUG @mia_uga @Moglsd_UG @MoES_UG @Educ_SportsUg @NotuUganda , as stakeholders on the realisation of the Free Movement of Persons Regime.
The Meeting of Experts of Government of Uganda and Social Partners have today agreed on;
↗️Roadmap towards the ratification of the Protocol.
↗️The signing and ratification of the two related IGAD Conventions by Government of Uganda, the IGAD Convention on Extradition (2012) and IGAD Convention on Mutual Legal Assistance (2012).

On #Day3 of the regional meeting on the Harmonization of Migration and Displacement Data in the IGAD Region, participants visited the Arta Peace Memorial - a symbol of fraternity and successful conflict resolution in the region.
This follows the Inaugration in October 2025 which was attended by the IGAD Executive Secretary, Dr. Workneh Gebeyehu, honoring the 25th anniversary of the 2000 Arta Peace Conference, which established Somalia's Transitional National Government.
The visit provided a shared moment of reflection and recognition, emphasizing the importance of preserving the history of regional reconciliation.

📍The Learning and Exchange Mission by @NBS_Somalia to @KNBStats on 'Building Harmonised Migration National Statistical Systems' has successfully concluded in Nairobi, Kenya.
The exchange explored key themes including, operational frameworks regarding migration and displacement statistics, production of migration statistics reports, data-sharing protocols and technology keys for inter-institutional data exchange in Kenya
Key take aways include;
✅Need for strengthening governance & legal mandates for National Coordination Mechanisms (NCMs), aligning them with National Statistical Offices (NSOs) and existing Technical Working Groups (TWGs).
✅Creating a unified national migration & displacement indicator framework
✅Integrating migration and displacement data into censuses and major surveys

🎯Strengthening National Migration Statistical Systems in Somalia and Kenya | #IGADMigration
🗓️16 -19 December 2025 | Machakos, Kenya
Officials from the Somalia National Bureau of Statistics (@NBS_Somalia) are on a learning and exchange visit to the Kenya National Bureau of Statistics (@KNBStats) aimed at 'Building Harmonised Migration National Statistical Systems.'
The main objective of the exchange visit is to facilitate peer learning between KNBS and SNBS, enhance institutional and technical capacity of the Somali Technical Working Group on Migration and Displacement statistics through drawing on Kenya’s practical experience in migration data management.
Representing the IGAD Executive Secretary, @DrWorkneh, the IGAD Head of Mission to Kenya, @FatumaIAdan urged Member States that building strong data systems would enable better policies, more effective services, and stronger protection for those most affected by migration and displacement.
The learning exchange is being supported under the Strengthening IGAD Migration Policy Implementation (SIMPI) initiative.

#IGADMigration | IGAD–ILO-EU Partnership Strengthens Labour Governance
The @IGADSecretariat's Free Movement Protocol Team (FMPT) is in Addis Ababa, Ethiopia, participating in the Regional Training on Rights-Based Bilateral Labour Agreements (BLAs) by implementing partners, @AddisIlo.
Participants, comprising of IGAD Member States and social partners will be taken through the processes of drafting, negotiating, implementing, and monitoring and evaluating rights-based and gender-responsive BLAs to ensure the protection and dignity of migrant workers.
Among the tools being advocated during the training are the IGAD Regional Guidelines for the Development of BLAs.
Representing the Director @IGADHealthS, Senior Programme Coordinator (FMPT) @LucyDaxbacher thanked the @UEaDjibouti and @AddisIlo for their progressive partnership, financing, and technical assistance to enhance the capacities of @IGADSecretariat, Member States, and Social Partners in labour governance under the 2021 Djibouti Declaration and its Plan of Action.

The Project Steering Committee of the IGAD Regional Migration Fund is meeting in Djibouti City, Djibouti for the 5th Annual Steering Committee Meeting.
While accompanying the Executive Secretary, @DrWorkneh at the meeting, the Director Health and Social Development, Amb. Moussa @meigague highlighted the achievements of the projects in supporting refugees, migrants and host communities in the IGAD Region.
He said that there were transformative interventions in Djibouti, Moyale, Tog Wajale, and Nimule–Elegu, creating models of resilience that reflect IGAD’s vision of turning migration challenges into opportunities for stability and growth.
The Steering Committee, as the highest oversight body of the RMF, plays a pivotal role in guiding implementation, ensuring accountability, and fostering Member State ownership.

Strengthening Regional Cooperation for Safe and Resilient Migration
As the Regional Migration Fund held its 5th Annual Steering Committee Meeting in Djibouti, IGAD Executive Secretary H.E. Dr Workneh Gebeyehu joined Member States and partners to reaffirm IGAD’s commitment to collective action that protects vulnerable communities and strengthens regional resilience.
With the IGAD region hosting about 5.5 million refugees, the RMF remains vital in improving major migration corridors, including Moyale–Moyale, Tog-Wajale, Nimule–Elegu, and the refugee-hosting areas of Ali-Sabieh and Ali-Addeh. The meeting reviewed progress, captured lessons learned, and highlighted best practices guiding the next phase of implementation.
IGAD conveyed its appreciation to the Federal Republic of Germany, through BMZ and KfW, for its continued partnership in advancing safer, smarter, and more dignified mobility across the region.

📌The 4-day #IGAD – #GIZ mission under the Strengthening IGAD Migration Policy Implementation (SIMPI) Initiative, successfully concluded along the #Ethiopia - #Kenya cross-border area.
🤝This mission culminated in signing of joint agreements and official launch of the Moyale Cross-Border Technical Working Groups (TWGs) focused on Health, Education, and Women’s Trade, in the presence of local and regional leaders.
⚖️The initiative seeks to promote cross-border cooperation by addressing systemic vulnerabilities in public health, improving capacity in education service delivery, and supporting women traders’ economic empowerment.
These efforts will be managed through the IGAD Cross-Border Facilitation Office in Moyale.

IGAD is conducting a #4days monitoring visit at Ethiopia – Kenya Cross border, as part of the SIMPI Initiative, designed to strengthen migration policy implementations efforts at the Kenya-Ethiopia Cross Borderlands of Moyale Moyale within the Marsabit Moyale IGAD Cluster.
The monitoring visit aims to;
✅Raise awareness of the Moyale Cross Border Facilitation Unit among IGAD colleagues and management,
✅Engage local authorities in Moyale (Ethiopia and Kenya),
✅Discuss the dynamics and needs of informal women traders, and
✅Interact with local coordination structures, including the Peace Committee, project beneficiaries, the Local Community Steering Committee, and the local migration network.

🛑The inaugural implementation workshop for the IGAD/GIZ Project - Human Mobility in the Context of Disasters and Climate Change (#MoDiaC), has successfully concluded in #Tadjoura, Djibouti
Member State Representatives and other experts from @giz_gmbh @IGAD_CPAC and #IGADMigration;
✅enhanced and validated the operational plan,
✅Established coordination mechanisms and communication protocols.
The MoDiaC Project will support the implementation of regional approaches to climate- and disaster-induced mobility aiming at strengthening institutional capacities, improve evidence-based planning, and empower local cross-border communities to better manage mobility challenges.

The @IGADsecretariat with support from @BMZ_Bund today launched the Human Mobility in the Context of Disasters and Climate Change (MoDiaC) Project.
The Project aims at strengthening the implementation of IGAD’s regional approaches to managing human mobility caused by disasters and climate change across its Member States.
On behalf of the IGAD Executive Secretary, @DrWorkneh, the Director, @IGADHealthS, Amb. @meigague remarked that that MoDiaC represents a continuation of IGAD’s efforts to establish a foundation for a coordinated regional response to human mobility in the context of disasters and climate change.
Implementation of the project will be commissioned through @giz_gmbh working with IGAD.

📝Writeshop for the 3rd Edition of the IGAD Migration Statistics Report | 8-11 September, 2025
In #Mombasa, Kenya, @IGADsecretariat has kicks off a Writeshop to develop the 3rd Edition of the IGAD Migration and Displacement Statistics Report aimed at to strengthening evidence-based decision-making on migration governance the IGAD region.
The team is comprised focal points from Member States and partners, including @giz_gmbh, @statafric, @RDHRONairobi, @RefugeesAfrica and @StatsSweden.
The report will feature data from 2015–2024, offering critical insights to guide migration and displacement policies across the region. Last week, IGAD launched the 2nd Edition of the Population & Migration Statistics Report.
