So far out of 235 junkie engagements by encampment resolution team, only TWENTY FOUR accepted shelter. This is being done the wrong way: accept shelter OR get on a bus out of here. Either or, one or the other. There should be NO OTHER CHOICE at this point. @LondonBreed is a failure.
