Its likely a 1 off decision and i don’t think the arbitrator checked with their manager/director before issuing it.
Not legal advice but this decision is hugely politically unpopular (and as a professional landlord myself, its 10/10🍌’s and should never have been granted. Awful rationale).
But its possible.

Tonight I have blocked several people on X who went way over the line responding to my post on Health Minister Adrian Dix. Don’t like him or the BC NDP? Fine - it’s a democracy - you get to vote in October. But using nasty and defamatory language gets you blocked. I don’t do that about John Rustad, Kevin Falcon or Pierre Poilievre - who I disagree with. We need civil discourse, not disgusting comments about our opponents. 😥

Meet Millie.
Millie was too nervous to address council on July 9 to tell them that she opposes the redevelopment of #5455Balsam.
Millie is 94 and has lived in the building for 8 years.
Millie’s quality of life has deteriorated since the building was acquired by its current owners.
Her challenges range from loss of heat in the winter, to excessive dust due to ventilation issues in the building, to strong odors and pests due to lack of appropriate garbage disposal.
Millie could not share her opposition with @CityofVancouver council, so I promised her that I would do it for her.
