Developer Orsted drops plan to seek partners for Sunrise Wind project; stock drops

Danish energy giant Orsted has abandoned a strategy of seeking partners to share the cost of Sunrise Wind, the project being built off the New England coast to supply energy to more than 600,000 Long Islanders, in the latest setback for the U.S. offshore wind industry.
In a series of announcements and disclosures to investors on Monday, Orsted said it would instead initiate a stock offering to generate upward of $9.4 billion, enough capital to fund the Sunrise Wind project with $6.2 billion through its anticipated completion date of 2027 and to strengthen its financial position for other projects.
Orsted in April announced it was taking a $1.7 billion impairment charge to reflect the declining value of Sunrise Wind.
Orsted said it has already begun installing turbine foundations off the coast of Rhode Island/Massachusetts for the Sunrise project, which promises to supply 924 megawatts of power to the Long Island electric grid.
News of Orsted's latest setback sent its share price into a tailspin Monday, with its stock losing nearly a third of its value to hit a record low, Reuters reported, the latest battering of its shares tied to U.S. market setbacks. (Orsted last year canceled two large U.S. projects off New Jersey in the face of the setbacks.)
The Sunrise project is separate from Empire Wind, the 54-turbine project being worked on by Norway-based Equinor some 14 miles from the coast of Jones Beach. That project, while facing a federal lawsuit by fishing, community and conservation groups, is expected to be complete by next year’s end, when it will deliver its energy to the New York City grid. Equinor has a 9.8% ownership of Orsted.
On Friday, Nassau County Executive Bruce Blackeman’s office said it would file a brief with the federal district court in New Jersey seeking to have construction of the project halted for environmental and other reasons.
“We know that huge wind turbines are a danger to marine life, a national security threat and an expensive form of energy production," Blakeman said in an emailed statement.
Equinor, which expects to complete foundation installations later this year and install turbine towers next year, said it has a series of measures in place to protect marine life from harm during pile driving of the foundations.
A spokesman didn't immediately respond to a request for comment.
Bruce Afran, a lawyer for the plaintiffs in the case, said he expects to restart filings for a temporary restraining order to halt construction on the project after he said Equinor declined service of the suit for weeks.
The suit claims the Trump administration properly halted construction for environmental reasons, and that Equinor as an entity controlled by the Norwegian government is excluded from holding lease rights to the offshore wind area.
Orsted’s financial challenges, which began in 2023 following a series of market-based setbacks following the COVID-19 pandemic, including higher interest rates and increased material costs, have been exacerbated by the Trump administration’s opposition to green energy, and most directly to offshore wind power.
Since Trump took office in January, the U.S. government has frozen all new offshore wind leasing and permitting, frozen some subsidies, and even temporarily shut down construction of the Empire project in the spring before allowing it to move forward.
Those challenges have created greater financial uncertainty around U.S. offshore wind investments, Orsted said in materials released Monday

SEARCH AND RESCUE (SAR) operations depend on unimpeded radar and low-altitude airspace for MH-60 Jayhawk and surface vessel tracking.
The 2019 F/V Mistress incident already demonstrated SAR failure due to turbine hazard near Block Island.
Empire Wind’s dense turbine placement replicates this risk profile without any documented Coast Guard consultation, air corridor preservation, or radar cross-section (RCS) modeling.
BOEM accepted Equinor’s obstruction evaluation and airspace analysis even though it explicitly excludes electromagnetic interference or cumulative turbine impacts.
Radar interference is deferred to post construction coordination, not enforced before permitting.

Their entry marks a significant escalation, broadening the case into a fully unified legal challenge that now spans every tier of the U.S. fishing community: from commercial harvesters and seafood processors to national distributors and offshore recreational anglers.
The lawsuit reached another critical milestone this week as all named defendants, including Norwegian state-owned energy company Equinor ASA, were officially served. The final service occurred at Equinor’s Stamford, Connecticut office yesterday. The original case was filed on June 3, 2025, in U.S. District Court in New Jersey by lead plaintiffs @njcoast_protect @CleanOcean , and @ack4whales , with Judge Georgette Castner assigned to the case.
With all parties now before the court, plaintiffs are moving swiftly to request a Temporary Restraining Order (TRO) and injunction to halt construction activity, which began in the lease area on June 1. The suit alleges that Empire Wind violates federal law, poses serious risks to maritime safety, and threatens permanent harm to fisheries and ocean ecosystems.

The Coast Guard command center in New York “was notified of a medevac on the vessel POLARIS and reported that a crew member was unconscious from being electrocuted,” said Coast Guard spokesperson Breanna Boardman. At the time, the “vessel was about 27 miles off the New York Harbor” and a rescue swimmer landed and the crew member was transported to the hospital for treatment, Boardman said.

WASHINGTON, DC—Rep. Chris Smith (R-NJ) who has waged a multiyear fight against what he called “extremely dangerous” wind projects off New Jersey and elsewhere including Empire Wind today welcomed a lawsuit that contains compelling information that he believes will be helpful for the Trump Administration as it “continues its review of all wind industrial farms rushed through by the Biden Administration as part of the Green New Deal.”
“As President Trump’s comprehensive review of offshore wind continues, this new lawsuit exposes the many insurmountable problems with offshore wind in general and the Empire Wind project in particular,” said Smith.
“Whether it be the safety of mariners and air travelers, radar interference, security and navigational concerns or harm to marine life, all of these concerns that were ignored or glossed over by the Biden-Harris Administration for years are now front and center in the lawsuit.”
Two years ago—on July 20, 2023—the House of Representatives passed an amendment authored by Rep. Chris Smith to require President Biden or his designee to certify that offshore wind projects “will not weaken, degrade, interfere with, or nullify the capability of radar relied upon the Federal Aviation Administration or the Armed Forces.” The Senate failed to consider it.
Also, two years ago—on March 30, 2023--Smith authored legislation that passed the House 244 to 189 tasking the Government Accountability Office (GAO) to comprehensively review the sufficiency of the environmental review process. That legislation, too, failed to make it through the Senate but Smith, joined by other lawmakers, successfully convinced the GAO to undertake the audit.
“Thus it’s highly significant” Smith went on, that a section of the lawsuit parallels concerns raised by the Government Accountability Office (GAO) report released in early April that found: “Wind turbines can reduce the performance of radar systems used for defense and maritime navigation and safety in several ways.”
According to Smith, “The coalition lawsuit of fishermen, environmental activists, residents, homeowners, and business owners underscores the fact that the National Oceanic and Atmospheric Administration (NOAA) reported to the Bureau of Ocean Energy Management (BOEM) that ‘proposed turbine structure will interfere with the operation of the 11 High Frequency radar installations that protect navigation and make rescue possible in the New York Bight and along the New Jersey coast’.”
“This further tracks with the GAO study, which states the materials used to construct wind turbines, mainly steel, possess a high electromagnetic reflectivity, which, along with the rotating blades, can make it hard to see targets on different radar systems, including high-frequency and marine vessel radar.”
One study by the National Academy of Sciences, Engineering, and Medicine in 2022 that found “wind turbine generator mitigation techniques have not been substantially investigated, implemented, matured, or deployed.”
Smith said that “having no plan on how to mitigate radar interference should be enough to call off the construction of this massive turbine farm planned near the flight paths for Newark Liberty, Kennedy, and LaGuardia Airports, not to mention our military bases and busy marine ports along our coast.”
The Republican congressman who is Co-Chair of the Congressional Executive Commission on China said that the developer of Empire Wind named in the lawsuit— Equinor— is owned and controlled by the Kingdom of Norway, and has faced controversy over its relationships with Chinese Communist Party entities.
“The legality of leasing United States waters to a foreign power is an important question raised in this lawsuit that has to be examined,” Smith said.
