OPEN LETTER TO FORMER PRESIDENT THABO MBEKI: IF LEGITIMACY MATTERS, IT MUST MATTER IN KIGALI TOO

Dear President Thabo Mbeki,

I am writing to you following your participation in the Africa Mindset Reset Forum in Kigali, where you spoke about leadership, democracy, and the importance of political legitimacy in Africa.

I listened to your remarks with profound disappointment.

You stood in Kigali and told Africa that legitimate leadership must derive from leaders being genuinely elected. Those are important words. But they ring hollow when spoken from Kigali alongside President Paul Kagame.

Mr. President, Africa does not need selective principles.

You cannot lecture Africans about democratic legitimacy while embracing a regime whose elections routinely produce near-unanimous results, including Kagame’s officially declared 99.18% victory in 2024, and whose record of political repression has been repeatedly documented.

Even more painfully, as you spoke about legitimate leadership in Kigali, Colonel Tom Byabagamba—once a senior officer entrusted with Kagame’s own security—died in a Rwandan military prison after twelve years behind bars.

His detention was not merely controversial. The UN Working Group on Arbitrary Detention found that Rwanda had violated international law in detaining him and called for his immediate release.

Yet he was never freed.

Today, his family and Rwandans deserve answers about the circumstances of his death.

President Mbeki, you cannot credibly condemn illegitimate leadership elsewhere while lending your stature to a government accused of crushing dissent at home. You cannot preach democracy from a platform in Kigali while ignoring the political prisoners, exiles and critics who have paid an enormous price for challenging that same system.

Mr. President, are you oblivious to the record of attacks and assassinations targeting Rwandan dissidents on South African soil, and to President Kagame’s own public rhetoric about those he considers enemies and “traitors” of Rwanda?

And how can you so quickly overlook the profound tensions between Rwanda and South Africa following the deaths of South African soldiers in the DRC? How can you stand in Kigali and speak about legitimacy without confronting these painful realities?

That is not principled Pan-Africanism. It is hypocrisy.

Africa needs elder statesmen willing to speak truth to power everywhere—including when the powerful man is hosting them.

If legitimacy matters, it must matter in Kigali too.
