NEW: By hiding from reporters to avoid accountability for Friday's debacle, DC911/@OUC_DC Director Heather McGaffin is doing an enormous disservice to the public in another way. McGaffin should have been in every story about OUC this week with a key message. Here's that message: Despite long waits for 911 to answer, it's critical that callers stay on the line and not hang up. Hanging up and calling 911 again puts you at the back of the line.
Imagine being so scared of having to explain the dysfunction inside DC911 that it overrides spreading this important safety message. A message that can save lives.
McGaffin did the same thing leading up to Independence Day. She should have been on every TV station and in every related article spreading the word about not jamming 911 lines with fireworks reports. McGaffin could have made appearances touting their alternative means of reporting the hundreds of fireworks calls. She didn't do that, again likely due to fears of having to answer other questions about OUC. And there are a lot of questions. They've built up over time for an agency head who won't talk to reporters.
As @tednbc4 first reported, a police report shows the family of the baby boy who died a week ago made two 911 calls and hung up after not getting an answer. STATter911 has learned that at least one call was recorded abandoned at 12:39 p.m. That's eleven minutes before @SafeDC says OUC first learned of the child in cardiac arrest.
That 911 call was one of 269 that people abandoned last Friday at some point after more than 15 seconds. See the chart below 🔽🔽. Remember, the city claimed there were no problems answering 911 calls last Friday. Only the computer system failed, not the phones. Waiting for someone to pick up the phone is just business as usual at OUC. It's that way due to continuing staffing shortages. In July, DC911 failed to meet minimum staffing on almost every shift.
Many hundreds of calls each week are abandoned like this because OUC remains far off from meeting the national benchmark of answering 90 percent of 911 calls within 15 seconds. During the most recent 10 days reported by OUC, the agency hasn't had a single day of 90 percent or above. For the most recent seven days on OUC's website, 28% of callers got a recording and waited more than 15 seconds for an answer. Some waited minutes.
The scary part of all of this is imagining how many of those waiting a minute or more were calling about a real life-threatening emergency where seconds count. We know about the baby. What we don't know is how many others there are that DC911 failed to help. #FixDC911 #911fails
