It looks at the tension between shorter-term crisis response and the achievement of longer-term policy ambitions, drawing upon a case study of Covid-19 and Greater Manchester’s decarbonisation ambitions
5/ New legislation is required. Using all the tools in the current legislation won’t get emissions down nearly far enough. Legislation wish list from the panel: carbon budget (linked to zero emissions goal); carbon price; big investment in education and R&D; infrastructure (now).
4/ Climate policy is intrinsically linked to national security. Climate change is seen as a threat to financial stability. John Kerry, Biden’s climate envoy will have a seat on the National Security Council.
