#KCBT O&M Single Concessionaire Tender Explained!

In view of the numerous queries about the Operation and Maintenance Tender under Public Private Partnership (PPP) and to clarify doubts regarding the transparency and fairness in the tender process, we have decided to explain in detail the tender process step by step.

Chapter 1 :
This is the explanation about KCBT O&M online tender that followed all the legal procedures and principles of transparency. Bids were invited online through the e-procurement portal of GoTN. Five bidders participated in two pre-bid meetings held on 23/08/2023 and 05/09/2023. The tender bid was extended thrice and a total period of more than 65 days (usually 30 days is given) was given to encourage wider participation. On submission day, one bid was received. Until this time, nobody knew who had participated. The tender scrutiny and evaluation committee went through the Central Vigilance Commission (CVC) guidelines (https://t.co/cSUfyBTnMh ) and decided to open the single bid. Moreover, the Tamil Nadu Tender Transparency Act and Rules do not mandate retender in case of single bids. This was a two-cover tender comprising of technical bid and a financial bid following the highest concession fee model. The first step is the evaluation of the technical bid for which 60 out of 100 marks are the minimum for qualifying technically. BVG had scored 80 out of 100. These marks are given based on objective criteria that were stipulated in the RFP tender document published on 14/08/2023. The issue of BVG contract termination by the Jaipur Municipal Corp was also examined and based on the court order submitted by the bidder, the committee gave clearance to open the financial bid i.e, concession fee quote. The initial quote submitted was 2.11 crore per year with an increase of 15% for every 3 years that the single concessionaire would pay to #CMDA. Since it was single bid, the committee recommended to negotiate with the bidder to increase the quoted amount. The bidder gave a final quote of 2.4 crore which was accepted by the committee. According to CMDA's estimate, the revenue surplus calculated was 1.34 crore only. Since the amount quoted is 79% more than the original estimate of surplus revenue, it was considered a good response. It is to be noted that the total revenue calculated by CMDA was 30.64 crores and the total expenditure to run the O&M was estimated at 29.30 crores.
Chapter 2 will include the details of RFP/tender condition and details of expenditure (29.3 crores) that the single concessionaire is required to incur for O&M of KCBT
