The Principal Secretary Dr. Belio, today met with the Shirika Plan Implementation Steering Committee for a progress briefing on the Implementation of Shirika Plan.

The Committee provided an update on progress achieved and presented a clear roadmap to guide the next phase, with emphasis on strengthening coordination mechanisms, enhancing institutional preparedness, and ensuring an orderly and sustainable implementation process.

The Principal Secretary emphasized that the security and sovereign interests of the country remain paramount and must be safeguarded throughout the implementation process. He noted that while the Shirika Plan seeks to advance structured and lawful solutions, it must at all times uphold national stability and public safety.

He further highlighted the importance of aligning local leadership with the framework to promote inclusivity and shared ownership. He called for strengthened coordination through consolidation of resources within government systems to ensure accountability, efficiency, and equitable distribution.

Dr. Belio stressed that Shirika Plan implementation must remain firmly anchored in the Constitution of Kenya, the Refugees Act and applicable international legal frameworks.

Kenya has long been a safe haven, hosting over 829,000 refugees. Its efforts, including the Shirika Plan adopted by Kenya Cabinet, reflect a progressive approach to refugee integration.

This morning, on behalf of H.E @DrWorkneh, I opened the Training on International Protection and Refugee Status Determination in Machakos, Kenya. 🇰🇪

I reaffirmed IGAD’s commitment to supporting Member States in refugee protection through capacity building, regional cooperation and durable solutions.

With support from our partners, IGAD remains committed to strengthening national capacities and fostering regional cooperation for refugee protection.

The Office of the Director of Public Prosecutions (ODPP) held an engagement meeting with a team from the State Department of Refugee Affairs, led by Commissioner John Burugu, to advance the DPP’s strategic agenda on interagency collaboration. The primary goal was to identify and strengthen areas of cooperation and coordination between the two entities.

The discussions focused on addressing the challenges posed by the increasing influx of refugees in Kenya, particularly in the Kakuma and Dadaab refugee camps. A key outcome was the decision to establish a liaison between the ODPP and the Department of Refugee Services (DRS) to enhance accountability and operational efficiency in managing refugee-related issues.

The meeting also resulted in an agreement to conduct joint training sessions involving the ODPP, DRS, and other actors in the justice sector. These sessions will educate participants on the Refugee Act, clarify the roles of various departments, and outline the procedures for effectively handling refugee-related cases.

Additionally, there was a consensus to develop guidelines and conduct a sensitization program aimed at supporting both prosecutors and judicial officers in managing refugee cases. The commissioner called on the ODPP to identify focal persons for specialized training, who would, in turn, train other stakeholders within the justice sector.
