For your reference, you have two letters describing the situation of Congolese Tutsi during Biden and Trump administrations.
Genocidal ideology is real and is enabled by the Kinshasa government as detailed in these few correspondences of 2024 and 2025 (See attachment).
Until proof of the eradication of the genocidal ideology is proven with the trial of authors and actors of hate speech against #Tutsi in DRC.
Among them to face justice, the most prominent propagandas activists of hate speech against Congolese Tutsi are:
- General Sylvain Ekenge, former spokesperson of the Congolese Army (FARDC)
- Justin Bitakwira, member of parliament
- #Abdallah, the journalist of Congolese national Television, #RTNC
- Social media activists mostly in the USA such as #KalonjiTV #Mubenga who were recently warmly welcomed and received in Kinshasa by the President Tshisekedi, Prime Minister, and enabled by @PatrickMuyaya, Minister of Communication and Media, spokesperson of the government.
These few examples show a possible implication of the government of Kinshasa to enable hate speech and genocidal ideology against #Tutsi #Banyamulenge in DRC.
These ideologies helped the government to galvanize the recruitment of extremist militia mixed with #FDLR (Rwandan genocidal militia operating in DRC) is a generic label of "WAZALENDO".
Their most known slogan is to expel all "Rwandan in DRC (commonly known in Congo as #Tutsi) or send all "Rwandan" back to Rwanda.
These calls to expel the so-called "Rwanda" were followed by the nicknames such "Invaders", "Infiltrators", "foreigners", "people without land in Congo". These nicknames were used back in 1964-1965 in the so well-known "Kanyarwanda" where all Congolese of Rwanda heritage (Hutu &Tutsi) should be expelled out of Congo to Rwanda.
This “Kanyarwanda war” was well documented by Andre Navez, the US Consulate of Bukavu in South Kivu on October 29, 1965. See the excerpt on the next page.
Despite all peace accords signed b/w Rwanda and DRC or b/w AFCM23 and Kinshasa government, people #Minembwe in remotely high mountains of #SouthKivu are under blockade, bombarded by drones with a coalition of Congolese government forces allied to these Wazalendo militia and the Burundian Forces.

L’Association Mahoro pour la Paix apporte une assistance humanitaire d’urgence aux personnes déplacées internes à Kamanyola
Le 1er février 2026, l’Association Mahoro pour la Paix (MPA) a fourni une assistance humanitaire d’urgence aux familles déplacées internes ayant fui d’Uvira vers Kamanyola à la suite du retrait de l’AFC/M23.
En l’absence d’organisations internationales en mesure d’apporter une aide immédiate, des centaines de familles vulnérables se sont retrouvées privées des biens et services essentiels, jusqu’à l’intervention de MPA.
Cette réponse d’urgence s’inscrit pleinement dans la mission fondamentale de MPA :
« Notre action est guidée par la défense de la dignité humaine et par l’assistance aux populations confrontées à des conditions de détresse extrême. »
Par ailleurs, MPA poursuit son plaidoyer en faveur d’une résolution pacifique du conflit en cours en #RDC.
Nous appelons le Gouvernement de la République démocratique du Congo et ses alliés à mettre fin aux attaques indiscriminées par drones à Minembwe, et à assumer pleinement leur responsabilité de protéger les civils et de prévenir de nouvelles souffrances.

This is a statement from both ISÔKO_USA and Mahoro Peace Association @MahoroMpa raising great concerns about the participation of @NYCMayor as a panelist in the Event organized by the D.R.C. Mission to the UN, D.R.C., on September 22nd, 2025 in New York City.
This conference is intended to use wrongly the magic name of "genocide" and exclude to name the real victims of genocide in D.R.Congo, who we are , the Tutsi ethnic group in both North and South Kivu.
ONLY the Congolese of Tutsi are facing extermination as an ethnic group based on the 10 steps to determine the existence of the genocide in D.R.Congo.
NO other ethnic group has faced hate speech, dehumanization, and targeted killings based on who they are.
Even today, killings, hate speech, destruction of livelihood are going on in South Kivu with extremists militia group called "Wazalendo" financed and armed by the current government aimed to wipe out the Tutsi and Banyamulenge in their home country.
It is on behalf of all survivors of massacres across the D.R.Congo since 1990 who have been rescued by first the Clinton Administration in 2000, then Bush Administration in 2007, and their successors at the White House including the current administration of @realDonaldTrump.
We are grateful to the US government that has rescued more twenty thousand Congolese that were denied their citizenship since 1990’s because of their ethnical identity.
Many of our families are still leaving in refugee Camp in neighboring countries after more than 30 years in refugees and have hope that with the current negotiation’s led by the Qatar government, they will have a chance to get back in their home country.

We, the members of ISÔKO_USA and MAHORO PEACE ASSOCIATION, US based non-profit organizations representing American citizens from D.R.Congo of Congolese Tutsi ethnic group wish to express our grave concern about your participation to the event "Thirty Years of Armed Conflicts in the Democratic Republic of the Congo: Call for the Recognition of Forgotten or Ignored Genocides, for Truth and Justice" planned to be held on September 22, 2025 at Jay Conference in New York City.
The government of D.R.C. organizes this event, which has the full responsibility of the crimes committed against Congolese Tutsi/Banyamulenge, systematically targeted by state and non-state overnment-supported armed groups since the 1960s.
We are survivors of atrocities committed against us for who we are, having fled systemic persecution and killings, and having received no protection from the D.R.C. government.
Even today, government-supported militia armed groups continue to attack our community in eastern D.R.C, killing thousands of civilians, including women and children, burning our villages, destroying our livelihoods, and shelling planes delivering basic humanitarian aid essentially putting Banyamulenge villages in South Kivu under siege since 2017.
The same pattern of violence afflicts the Hema community in Ituri Province, where CODECO militias and the FARDC massacre thousands each year with total impunity.
Our legal representatives, the Collectif des avocats des parties civiles, have introduced several legal complaints in D.R.C. as well as in regional and international courts, including at the ICC and in the courts in Belgium, to denounce this campaign of ethnic cleansing against our community.
This event, as it is presented, uses the tools of persecution and inflammatory rhetoric against our community, which has put us at risk for decades, by reversing responsibility between victim and perpetrator.
It aims to blame the victim, the Congolese Tutsi, for the ethnic cleansing to which it is subjected. Thus, the D.R.C. government has engineered a false genocide, accusing our community of being responsible for our own persecution and crimes, to exonerate itself from its own responsibility.
The gravity of the situation is best reflected in a statement by the UN Special Representative to the Office on Genocide Prevention Ms. Alice W. Nderitu in November 30th, 2022 in which she established that: “indicators and triggers contained the UN Framework of Analysis for Atrocity Crimes were present in DRC including; dissemination of hate speech and absence of independent mechanisms to address it;
-Politicization of identity; proliferation of local militias and other armed groups across the country;
-Widespread and systematic attacks, including sexual violence, against especially the Congolese Tutsi based on their ethnicity and perceived allegiance with neighboring countries; and intergroup tensions.”
She added about the urgency of the situation by emphasizing that: “The abuses currently occurring in Eastern DRC, including the targeting of civilians based on their ethnicity or perceived affiliation to the warring parties, must be halted.
Our collective commitment not to forget past atrocities constitutes an obligation to prevent recurrence”. We urge you to reconsider your participation in this event, as your participation represents an official endorsement of the inflammatory rhetoric, the targeting campaign, and the crimes against Congolese Tutsi by the D.R.C. government.
This further puts our community at risk in Eastern D.R.C. at a time when the current U.S. administration in Washington, DC, and other international partners seek to appease the tensions in the region, to find a lasting solution to the D.R.C.’s long-standing conflict.
As survivors from the long-lasting crimes committed against our community in D.R.Congo, we are very grateful to the US administration that welcomed us since February 2000. Enclosed is a detailed report documenting a sample of these atrocities among thousands of cases.

We, members of the associations ISÔKO_Canada, ISÔKO_USA and ISÔKO_Europe, which bring together Congolese from the Tutsi community living in the diaspora, have learned with dismay of the arrest of Mr. Janvier Sebareme Mukasa, a member of the ISÔKO ASBL Mutuality in the Democratic Republic of Congo.
According to his Canadian-based family and local sources in Kinshasa, the arrest was made by agents of the National Cyber Defense Council, accompanied by members of the Republican Guard, the military police and the national police.
Mr. Janvier Sebareme, who is from Masisi territory in North Kivu, was arrested on the night of Wednesday, June 18, 2025, at his residence in the city of Kinshasa in the Democratic Republic of Congo. The reasons for his arrest have not been provided and many believe that it is, once again, a discriminatory practice that often targets Congolese of Tutsi ethnicity with more than a hundred of whom are arbitrarily detained without due process in various prisons in Kinshasa.
Mr. Janvier Sebareme Mukasa is known for his apolitical stance and is not affiliated with any political movement. Rather, he is a great defender of community harmony with other ethnic groups, and has participated in the meeting of members of the Tutsi community with the President of the Republic Felix Tshisekedi on November 11, 2022, in Kinshasa.
ISÔKO_Diaspora joins its voice to his family based in Canada who are without news and fear for his life. We add our alert to that of the family and all the members of the ISÔKO Mutuality asking the authorities of the Democratic Republic of Congo to ensure his physical integrity as well as fair justice for Mr. Janvier Sebareme Mukasa.
We also ask that they get involved in putting an end to the abuses suffered by Congolese of Tutsi and protecting them from acts of discrimination, xenophobia, and manhunting against the members of our community in Kinshasa.
We hope that through this alert on the case of Mr. Janvier Sebareme, the President of the Republic will be able to pay special attention to the hundreds of detainees at the Demiap, the central prison of Makala, the prison of Ndolo, and other unidentified jails for fair justice.
