๐จ TRAPPED IN A LEGAL DEAD END: 25+ YEARS WITHOUT A DURABLE SOLUTION
We, a group of over 100 Afghan #UNHCR-mandate refugeesโmostly women and childrenโhave been stranded in #Kyrgyzstan for over 25 years. We live invisible, unheard, and stripped of basic rights.
Most heartbreakingly, a 2nd and 3rd generation of children are growing up in absolute shadow. Children born here do not legally exist, facing total isolation and fear without a future.
This is a multi-decade protection failure:
๐ STATE REJECTION: Decades ago, Kyrgyz authorities formally rejected our refugee status, permanently closing doors to local integration. For 25+ years, we remain unprotected undocumented foreigners facing constant harassment.
๐ UNHCR MANDATE RECOGNITION: Recognizing that our rejection was unjustified and return to Afghanistan is unsafe, UNHCR granted us mandate refugee status, confirming our need for international protection.
๐ FAILED INTEGRATION INITIATIVES: UN agencies attempted to integrate us into a host country that officially and permanently closed its doors on us. Millions of dollars, endless roundtables, workshops, seminars, and capacity-building training programs later, every single attempt ended in total failure and brought zero results. As genuine UNHCR beneficiaries, we remain completely vulnerable, unprotected, and exposed. Ending 2026 with another failed strategy is an endless cycle of empty promises.
๐ LOGICAL CONTRADICTION: Mandate status was meant as a temporary bridge to A DURABLE SOLUTION, not a life sentence in limbo without work or basic healthcare.
๐ DOCUMENTED SYSTEMIC EXPOSURE:
The UNHCR Central Asia Strategy 2025 (Executive Summary) explicitly acknowledges our reality:
๐ฌ โMandate refugees are particularly vulnerable as they are tolerated but not legally recognized, leaving them without identity documents, basic rights or protection, and exposed to economic shocks, discrimination, abuse and exploitation.โ
Furthermore, the annual U.S. Department of State Country Reports on Human Rights Practices repeatedly confirm that the Kyrgyz government refuses to legally recognize UNHCR mandate refugees, leaving us in complete legal limbo without protection or access to essential rights.
