Reply to CM Yumnam Khemchand: The River of No Return
By Sasang Haokip
CM Yumnam Khemchand Singh calls Kuki travel to Imphal a “positive sign for peace.” The river has been crossed, and there is no return. The martyrs will not return, and the Kuki will not return to Manipur.
We are now in our ancestral land. We are totally separated — not only since 3rd May 2023, but by history, land, politics, geography, and by nature itself. Do not call us again. The Kuki live in Kukiland. The Meitei live in your land. We are neighbours, nothing more.
You speak of peace while our homes are ash and our graves are fresh. The Kuki will never forget that Meitei mobs killed more than 250 of our people and raped our women. You call our travel to Imphal a “positive sign,” but we go there only because the system forces us to pass through your city for flights. That is not reconciliation. That is compulsion.
There is no united Manipur for us. Not after the blood. Not after the silence. Kukis are not in Manipur at present, and history shows we never truly were. Bye bye, Manipur.
The district administration stated that comprehensive safeguards have been put in place to uphold transparency and security during the examination.

PRESS STATEMENT
KIM Secretariat, the 21st June, 2026
04/KIM/PR/25-52: The Kuki Inpi Manipur (KIM) issues this statement to register its vehement condemnation against the continuous, targeted harassment of innocent villagers and the systematic violation of individual rights and privileges by Central Security Forces under the guise of "combing operations." The recent, deeply disturbing actions of the security forces in Leilon Vaiphei and adjoining villages are completely unacceptable and antithetical to democratic governance.
In Leilon Vaiphei, a village that has already been reeling under armed aggression, security forces have deliberately surrounded the area, enforcing a ruthless, military-style lockdown. Instead of acting as a shield for a traumatised community, the forces have chosen to treat victims as suspects, conducting aggressive house-to-house searches and intimidating vulnerable civilians, including women, children, students, and the elderly.
"The collective voice and mandated rights of the Kuki people cannot be permanently ignored. The Kuki Inpi Manipur has raised its voice on this exact issue before; we state firmly today that the continuous neglect of our plight and the suppression of our people will bear serious, far-reaching repercussions."
This state-sponsored harassment comes at a time when the Kuki-Zo community is already fighting an existential crisis. We are under continuous threat from all sides, left to starve under a ruthless, more than a month-long economic blockade engineered by the United Naga Council (UNC).
By failing to clear the supply lines while simultaneously weaponising aggressive combing operations on besieged civilian villages like Leilon Vaiphei, the authorities are facilitating a deliberate attempt to deepen the structural sufferings of our people. This stands in direct violation of the fundamental right to life, dignity, and survival enshrined under the Constitution of India.
In a definitive call for the impartial rule of law, we issue an ultimate and critical demand for the immediate cessation of all civilian harassment, psychological warfare, and provocative cordon-and-search operations within peaceful Kuki-Zo villages. Furthermore, we demand that the authorities immediately secure our essential lifelines by deploying the same security forces currently occupying our villages to clear the blockaded National Highways instead, thereby guaranteeing the safe, unhindered passage of food, medicine, and critical supplies to our people.
Peace cannot be bought through selective policing, intimidation, or double standards. While hostile armed groups operate freely along key logistical routes, security forces choose to display their raw might against unarmed villagers in the hills.
The Kuki Inpi Manipur reminds the Government of India and the law enforcement apparatus that our people are citizens, not criminals. We urge the concerned authorities to re-evaluate their biased operational tactics, uphold constitutional principles, and ensure equal protection under the law before the current administrative neglect triggers irreversible consequences.

Dear Friends,
A firing incident happened today between AR and Kuki Village Volunteers at Molvailup, near the Myanmar border in Kamjong District.
Molvailup is a remote village close to Kultuk Village, which was attacked and burnt by NSCN-IM & NSCN-EF cadres recently. Reports also stated that SNA cadres were involved in the attack and the brutal killing of two innocent villagers in Kultuk Village. After this incident, Kuki Village Volunteers were deployed to protect their village.
After the Kultuk incident, many questions have been left unanswered:
1. Were VVEZ cadres deployed in Kultuk or Molvailup before that incident?
2. What forced them to come to such a village?
3. Has the local police registered any FIR, and is legal action being taken against TangkhulNSCN-IM and NSCN-EF?
4. Where was the post-mortem done?
5. Did the local civil administration or political head announce any compensation to the families of the deceased?
6. Did any local MLA, DC, CSO, or even government official visit Kultuk?
Assam Rifles, which has been trying to maintain balance and ensure the sanctity of the IMB, has also increased its patrols in border areas. When two armed groups move in the area, such incidents will occur. Sometimes it ends with loss of life, which is not acceptable to anyone. Or did this incident take place because it is easy to target Kuki Volunteers rather than armed NVGs or cadres of NSCN-EF, as the entire system works against minorities? From LPG supply to ration distribution, medical facilities, police protection, and simple access to markets for basic needs, it is extremely difficult for Kukis. No one questions it when a Kuki is killed, whether a volunteer or a pastor.
No one should pick up arms like this. But now Assam Rifles must dominate all border areas, including Chhatrik Khunao, Chhatrik Khullen, Humine Thana, Z Choro & Kamjong Town, where NSCN-IM & NSCN-EF cadres are living in close coordination with local Tangkhuls. These cadres use border villages as bases, roam around with sophisticated weapons, and openly challenge both Kukis and AR.
The letter initiated by the GB of Chhatrik to stop AR from coming to their villages, NSCN-IM making bunkers, imparting training to NVGs, calling SNA from Homalin, and feeding in the Chhatrik area must also be dealt with by AR. Why take action only against one community that is already suppressed by Tangkhuls through various means like economic blockades? Is Chhatrik a declared liberated area?
The photos posted by NSCN-EF cadres at BP 96 on 12 Jun clearly show that local youth have been recruited and used to operate in the jungle.
What will happen when AR fights these NSCN-IM, NSCN-EF, or SNA cadres in border areas? Will Tangkhuls show the maturity that the local villagers of Molvailup showed today? No vehicles burnt, no COB stormed, no road block. They accepted this incident with grace, but will the Tangkhul community also behave the same way?
The answer lies in the unbiased behavior of AR in the Kamjong-Chassad area. Only if they are unbiased will they take similar action against NSCN-IM, NSCN-EF, or SNA as well.
Kuki VVs are there to protect their land and people, whereas NSCN-IM/NSCN-EF want a separate flag. The recent statements given by their hierarchy clearly show that they see Indian Security Forces as enemies. Slogans like "ARMY & AR GO BACK", "Fight for Nagalim", "Impose NSCN President's Rule" have been their favorite slogans. They see Indian Security Forces as aggressors. Whereas Kukis don’t do all this. They work for India and respect Indian Security Forces.
The statement given by NSCN-IM commanders to increase domination along the Indo-Myanmar Border clarifies that NSCN-IM cadres will move into remote border locations, like they came to BP 96 with AK-47s. Since "unbiased AR troops" are also patrolling in these areas, a bigger crisis will unfold very soon.

NEW DELHI, June 16, 2026 — The Committee on Protection of Tribal Areas Manipur-Kuki Hills (COPTAM-KH) issued a press statement calling for a Union Territory with Legislature for Kuki-inhabited Hill Areas of Manipur, saying it is a "constitutional and democratic necessity".
In the statement dated June 16, COPTAM-KH said the Kuki people have faced "a century of territorial dispossession, repeated displacement, constitutional marginalization, and recurring violence" since the Anglo-Kuki War of 1917-1919. The organization cited events including village destruction in 1992-1993 and the ongoing situation since May 3, 2023, which it said has led to loss of lives, destruction of homes, churches, schools, and large-scale displacement.
COPTAM-KH stated that existing arrangements under Article 371C, Hill Areas Committee, Autonomous District Councils, and Village Authorities have seen "continued erosion of tribal autonomy" due to overlapping jurisdictions and weakening of safeguards for Hill Areas of Manipur.
The committee said a Union Territory with Legislature is not a call for secession, but a demand for a "durable constitutional arrangement within the Union of India" to guarantee: protection of indigenous land rights, preservation of customary laws and institutions, democratic self-governance, accountable administration, security from ethnic violence, restoration of rule of law, and rehabilitation for displaced communities.
"We therefore call upon the Government of India, the Parliament of India, constitutional authorities, civil society organizations, and the international community to recognize the urgency of the situation and support the establishment of a Union Territory with Legislature for the Kuki people," the statement read.
COPTAM-KH concluded: "Justice delayed is peace denied. Constitutional protection is not a privilege - it is a right."

The barbaric actions of the central forces @crpfindia constitute a grave violation of human rights and we strongly condemn such criminal acts. The Centre must take immediate and decisive action against those responsible within the armed forces.

~State-sponsored COBRA appears to have unleashed its first venom upon the Kuki people soon after its deployment in Manipur. Henglep area is by no means a disturbed areas that warrants such an operation by central forces.
Is this what the so-called COBRA has been sent to Manipur to carry out fake encounters against the Kuki community while conveniently ignoring areas plagued by insurgent and secessionist activities? Is this not an act of cowardice? Why display your sharp teeth against the wrong people and portray yourselves as brave experts in jungle warfare and guerrilla tactics?
Why not deploy to Ukhrul, Kamjong, Tamenglong, and to the disturbed areas of the Imphal Valley, which have long been infested with various militant and secessionist groups? Why target those who are comparatively harmless for the CF? Is this an attempt to project strength and bravery by victimizing the vulnerable.
No force entrusted with upholding the law should ever abuse its authority or turn its weapons against the harmless individual. Selective displays of force against vulnerable communities do not reflect courage; they expose moral bankruptcy and cowardice. True bravery lies in confronting genuine threats, not in intimidating those who are least able to defend themselves.
The Kuki people deserve justice, accountability, and equal protection under the law-not fear, intimidation, or the specter of extrajudicial violence.
