Putting Communities First: Transforming HIV and SRHR Through Partnership in Rwanda
Rwanda’s HIV response is a global reference point, having reached remarkable milestones with adult targets now standing at 96-98-98. However, national averages can sometimes hide the people the system still misses.
In this compelling article, we highlight the impactful power of collaboration and partnership between the @RwandaNGOForum and @UNAIDSRwanda in putting key and priority populations, including FSW, MSM, transgender people, PWID/PWUD, people with disabilities, and AGYW, at the center of the HIV and SRHR response through Community-Led Monitoring (CLM), data-driven advocacy, and policy transformation.

📢DID YOU KNOW❓
Rwanda via @GovernanceRw has adopted a new legal framework for Non-Governmental Organizations (NGOs): Law No. 058/2024 of 20 June 2024 Governing NGOs, which entered into force on 19 July 2024 upon publication in the Official Gazette.
🔷What law did it replace?
The new law repealed and consolidated two separate laws that had governed NGOs since 2012:
➡️ Law No. 04/2012 of 17/02/2012 governing National NGOs; and
➡️ Law No. 05/2012 of 17/02/2012 governing International NGOs.
🔷Why was a new law needed?
After more than a decade of implementation, challenges and emerging realities highlighted the need for a more coherent and user-friendly legal framework. Through consultations with civil society organizations and other stakeholders, it became clear that a single law would improve clarity, consistency, efficiency, and compliance across the NGO sector.
🔷 What has changed?
For the first time, national NGOs, international NGOs, umbrella organizations, and forums of umbrella organizations are governed under one unified legal framework. The law aims to streamline registration and compliance processes, strengthen transparency and accountability, improve coordination within the civil society sector, and create an enabling environment for NGOs to contribute more effectively to Rwanda's development.
🔷Why should NGOs pay attention?
Understanding the provisions of this law is essential for ensuring compliance, strengthening organizational governance, safeguarding legal status, and enhancing institutional effectiveness. Whether you are a board member, executive leader, staff member, or volunteer, the new law has important implications for how your organization operates.
📚Follow this campaign as we unpack the key provisions of the new NGO Law and what they mean for NGOs in practice.
One Law. Stronger Governance. Greater Impact.

4 DAYS TO WORLD AIDS DAY 2025!
As the countdown to #WorldAIDSDay continues, we are reminded that HIV prevention starts with the choices we make every day. Protecting yourself and others is a shared responsibility, practice safer sex, use condoms correctly and consistently, consider PrEP if you are at higher risk and seek supportive, youth-friendly health services available across Rwanda. When you take action, you safeguard not only your own wellbeing but also the health of your community.
Prevention remains one of the most powerful tools in the HIV response. By staying informed, breaking stigma, encouraging testing and supporting people living with HIV , we strengthen Rwanda’s collective resilience in the journey toward ending AIDS by 2030.
Together, we can sustain and accelerate the progress already made and build a healthier, more inclusive future for all.

Violence stops with us. We are kicking off a campaign to challenge the culture of silence. Whether physical, sexual, or digital, abuse has no place in our country.
#16DaysRw#EndGBVRw#NoExcuseRw#HealthyAdolescentsRw
Today, @RwandaNGOForum joins the world in launching the 16 Days of Activism Against Gender-Based Violence, beginning with the International Day for the Elimination of Violence Against Women. This year marks 77 years since the United Nations first declared 25 November a global stand against violence, yet women and girls worldwide, including here in Rwanda, still face abuse, discrimination, and systemic injustice. This moment reminds us that progress is possible, but only if we refuse to normalize violence and intentionally uplift the voices of survivors and advocates.
Violence against women and girls is not inevitable, it is preventable. Ending GBV requires solidarity across communities, institutions, and generations. It calls on us to challenge harmful norms, support survivors with dignity and compassion, strengthen accountability at every level, and champion policies that protect the rights and safety of all women and girls. Every voice matters. Every shared message matters. Every act of courage whether big or small, chips away at the silence that allows violence to continue.
As we enter these 16 days, let us raise our voices louder than ever, break the silence that has shielded abuse for too long, and take meaningful action in our homes, workplaces, schools, and communities. The future we want, a world free from GBV, begins with each of us. Together, we can end violence in all its forms.
Together, we can ensure that dignity, equality and safety become everyday realities for every woman and girl.

Early Action Matters
Early detection is your best defense! Take a few minutes each month to do a self-check. in the shower, mirror, or lying down. Spot changes early, seek advice, and help others do the same. #SelfExam#BreastCancerAwarenessRw#PinkOctoberRw
🎀 #PinkOctober is here! 💖
This October, we come together to raise hope, share strength and spread life-saving knowledge. #BreastCancerAwarenessMonth is not just a time for awareness but also a call to action, a call to educate, advocate and empower women everywhere to take charge of their health through early detection and access to quality care. Together, we create a movement that honors courage, celebrates survivors, and remembers those we’ve lost, while reminding us that every effort counts in saving lives.
Every breast cancer diagnosis tells a unique story, a story of courage, resilience and unwavering hope. 🌸 This year’s theme, “Every Story is Unique, Every Journey Matters,” reminds us that no two experiences are the same. Behind every diagnosis is a woman, a family and a community, all deserving of compassion, dignity, and support. Let’s use this month to listen, to learn and to ensure that no one faces their journey alone, irrespective of geography or economic status.
Breast cancer remains the most commonly diagnosed cancer among women worldwide, with over 2.3 million new cases and 670,000 deaths. These aren’t just statistics; they represent mothers, sisters, daughters and friends whose lives matter. While survival exceeds 90% in high-income countries, it drops sharply in lower-income settings due to inequities in early detection and treatment. If we act now, we can change this story.
Let’s make this October count, by turning awareness into action, compassion into commitment and knowledge into life. 💪
