It is the well known but not well understood #bullwhipeffect phenomenon in supply chain, where every echelons in the supply chain add their own level of noise.
It leads to pure supply chain inefficiency where little value gets created.

I’ve learnt so much training my two dogs.
In many cases, positive reinforcement training is the way to go. Faster and more fun… :-)
