After >2 years since the signing of #CoHA in Pretoria, between the #TPLF & the Fed govt of #Ethiopia, the implementation of the agreement has largely failed or stalled because the Fed govt hasn't been willing to remove the non-ENDF forces from the violently occupied areas of Tigray, restore the constitutional territories of the Tigray National State within the Ethiopian Federation, and return >1million IDPs & refugees to their homes which are among the fundamental provisions of the Pretoria agreement and the executive declarations of its implementation in Nairobi, following the CoHA.
Now the Prime Mister of Ethiopia, @PMEthiopia, is threatening the #Tigray region with another round of genocidal war, embedded in the letter below, instead of carrying out the obligations of the Fed govt under Pretoria agreement. We condemn this threat of war and escalation of tensions by the Prime Minister of Ethiopia.
Internal disagreements in Tigray can be & must be solved locally and peacefully within Tigray, without inviting/allowing the Fed govt to intervene in Tigray affairs outside the terms of the Pretoria agreement which would worsen the internal disagreements & increase tensions.
Therefore, we call on the Fed govt of Ethiopia to adhere to Pretoria agreement and implement the agreement in full & immediately rather than threatening Tigray with another round of war. There is no question about #Tigray's commitment for the implementation of the agreement.
Finally, we call on the African Panel of Mediators @_AfricanUnion & international observers of the Pretoria agreement to engage the signatory parties to the agreement immediately to re-start and expedite the implementation of CoHA & conduct the political dialogue to reach at a comprehensive peace agreement, paving the way for sustainable peace & the restoration/constitutional integration of Tigray with the Ethiopian Federation.

The US supporting a victim-centric, transparent, & comprehensive transitional justice in Ethiopia is one thing but the assumption that the EHRC will/can play essential role in "ensuring" it makes the stated support for the genuine TJ in Ethiopia questionable.

One of the reasons as to why the US supported the establishment the @UN Independent Commission of Human Rights Experts whose mandate ended prematurely was because EHRC is not an independent human rights body and its complicity in #TigrayGenocide through bias against Tigrayans and attempts of coverup for the Ethiopian govt and its allies in genocidal crimes was evident.
Therefore, we call on the US to revise its approach and work for a TJ mechanism that is credible (independent), victim-centric & inclusive with and international component to hold all perpetrators, including the foreign #Eritrean forces accountable, to deliver justice to all victims.

Half of the 2.48 million school-age children in #Tigray
are unable to attend classes, according to a report from the Tigray Interim Regional Administration (#TIRA).
The report reveals that more than 1.42 million school-age children in the war-battered region have no access to education, while no less than 387 schools in various parts of Tigray remain closed or operating at reduced capacity due to insecurity, lack of resources, and shortages of teaching staff.

🔺23 of 47 schools are located in territory occupied by Eritrean forces. They are either fully or partially destroyed and none of them are operational as of now.

Despite the Cessation of Hostilities Agreement in Pretoria that mandated the withdrawal of the Non-ENDF & foreign forces from #Tigray, #Eritrean and #Amhara forces [sponsored by the 🇪🇹|n Fed govt] continue to violently occupy close to 50% of Tigray including the #Irob district in violation of the agreement.
After 2 years since the #COHA, it’s unacceptable that TIRA still continues to leave the responsibility to the Fed govt alone to free Tigray as there is no hiding that the Fed govt is unwilling to do so far.
Therefore, it’s also the responsibility of TIRA to call out the Fed govt for its failure to implement #CoHA & call on the IC to press it to fulfil its obligations under the agreement with consequences for the failure to comply.
Without freeing all of #Tigray & in the absence of justice for #TigrayGenocide, there is no inclusive & durable peace to achieve or maintain in Tigray & the HoA region at large.

A mere ONE MONTH to go for the 2nd year anniversary since the signing of #CoHA in Pretoria, yet the major components of the agreement remain unimplemented- TOTALY UNACCEPTABLE!
One of the most important provision in the agreement is the withdrawal/removal of the foreign #Eritrean forces & other non-ENDF forces/Amhara militia from #Tigray, restoring the constitutional territories of the pre-war Tigray Regional State.
These invading Eritrean forces & the Amhara militia supported by the FGOE 🇪🇹 continue to violate the international human rights & humanitarian laws in the violently occupied areas of Tigray with impunity. Also, 1M+ IDPs and refugees could not be returned to their homes.
To maintain the CoHA and the process for the peaceful resolution of the genocidal #WarOnTigray, the International Community (IC) must press the 🇪🇹|n govt to fully implement the CoHA.
The IC must also pressure the Eritrean regime to withdraw from all of Tigray respecting the pre-war borders & engage in a peaceful dialogue to resolve claims of land inline with the international laws including declarations to protect & promote indigenous minorities- in this case, the #Irob & #Kunama.
Both Eritrea & Tigray/Ethiopia must commit to involve the border communities on both sides in the resolution of the border dispute. This is the only path for a sustainable peace, the border communities on both sides so much deserve.
We also call on the #TIRA to prioritize the full implementation of the Pretoria agreement over the power-struggle & focus on the mandate of the Interim Admin as agreed upon by parties to its establishment.

Only 35 days away from the 2nd year anniversary of the signing of #CoHA in Pretoria, #Eritrea remains to violently occupy northern areas of #Tigray, west to east, including about 60% of #Irob district, in violation of Tigrayan/Ethiopian sovereignty.
The International Community must call out the FGoE🇪🇹 for its failure to implement Pretoria agreement for 2 years & press it to fulfill its obligations under the agreement and the Federal Constitution of Ethiopia.
Eritrea must also note that its continued violent occupation of the #Tigrayan (Ethiopian) territories by adopting force as the only rule of the game & abandoning international laws risks its own sovereignty one day.

EthioForum is reporting that the #Eritrean forces have expanded their control on Zalanbessa town, NE of #Tigray and beyond. According to the report, the Eritrean forces now control the whole of Zalanbesa town and have installed a new checkpoint outside the town deeper into Tigray territory, just 37km from the city of #Adigrat, the capital of the Eastern Zone of Tigray.
The same report claims the TIRA & the Feds have been informed but no words yet. It’s expected the Feds won’t say anything but why the #TIRA is silent is very troubling.
This is a signal of the total failure of #CoHA in Pretoria , just on the eve of the 2nd year anniversary of the signing of the agreement.
The Federal govt of Ethiopia has shown no willingness to remove the Eritrean forces, protect the civilians and international borders as per CoHA and the constitution of the country.
The IC must press the Ethiopian govt to uphold the Pretoria before it’s too late.
